The Government of Canada has announced that, as part of its ongoing efforts to modernize the asylum process, changes starting November 3, 2026 will affect how asylum claims are submitted in the IRCC Portal.

Other Asylum Rules to Keep in Mind

The November 3 change is part of a broader effort to modernize Canada’s asylum system. The Government of Canada has also introduced eligibility rules that apply to claims made on or after June 3, 2025:

  • The one-year rule: a claim made more than one year after a person’s first entry into Canada after June 24, 2020 will not be referred to the Immigration and Refugee Board (IRB).
  • The 14-day rule: a claim made 14 days or more after entering Canada between official ports of entry along the U.S. land border will not be referred to the IRB.
  • Exception: unaccompanied minors are exempt from these new rules.
  • Protection still exists: in most cases, people affected by these rules can still access a Pre-Removal Risk Assessment (PRRA) so they are not returned to a country where they face persecution, torture, or other harm.

The government has also said it plans to simplify the online application, reduce duplicate questions and forms, and refer only complete, “schedule-ready” claims to the IRB.
